7120 Age of Entrance/School Admissions
The District shall provide a free public education to all persons between the ages of five (5) and twenty-one (21) who have not received a high school diploma and are entitled to attend school and have legal residency as determined through parent, guardian, or emancipation. If such persons reside in the District, they may attend without payment of tuition.
a) Application for admission to the public schools will be made by registering at the school for which the student is eligible which is located in the attendance zone within which the applicant resides.
b) The Principal for each school or program will be responsible for the receipt of all applications for admission, the conduct of registration procedures, and for certification that all admission requirements and prerequisites have been properly met by the student.
A veteran of any age who shall have served as a member of the armed forces and shall have been discharged under conditions other than dishonorable will be eligible to attend school.
A non-veteran under twenty-one (21) years of age who is not a resident of the Oswego City School District has received a high school diploma shall be permitted to attend school or BOCES upon payment of tuition.
Upon registration, all new students shall be required to present:
a) Proof of date of birth (birth certificate, baptismal record, etc.);
b) Record of immunizations and a health certificate from a licensed physician;
c) Proof of residency; and, if applicable
d) Proof of court designation of legal guardianship.
Registration shall be held in all District schools offering kindergarten classes during the months of June, July or August. To be eligible for school, a child must have attained his/her fifth birthday on or before December 1 of the calendar year of registration.

b) The child has been registered and enrolled in kindergarten in the District in which his/her parents were legal residents.
Admission of children to other grades shall involve a consideration of both chronological age and the readiness of the children to do the work of those grades.
Proof of Age
A student's birth certificate or other satisfactory evidence of age shall be presented at the time of initial registration. The child shall be entered under his/her legal name.
